In the modern agricultural history of India, this is the first and only commission which is exclusively constituted for farmers under the dynamic leadership of Prof. M. S. Based on the recommendations of NCF, Government of India approved its first National Policy for Farmers.

It has been observed that due to voluminous nature and technical language of these reports so many important recommendations of the NCF are remain untouched by different stake holders. Book

This book focuses on the estimation of post-harvest losses and factors contributing to these losses at farmer level. This study goes beyond the quantitative loss and puts forward a pioneering effort to estimate both quantitative and qualitative losses for paddy in Madhya Pradesh, Bihar, and Punjab, and for wheat, maize, and soybean in Madhya Pradesh based on primary survey of 1200 farmers. At farmer level, mechanization and use of proper storage techniques are crucial to reduce losses. However, it is also imperative for the government to reduce losses in the grain management at the centre and state levels, during the process of procurement, storage, and public distribution system. In this regard, the present study also analyses factors driving these losses in the food grain management system in India through secondary data analysis and case studies of different storage types. The book also traces the role of private investment in storage infrastructure to reduce post-harvest losses in India.

About the Author(s) / Editor(s)

Dr. Ashok Gulati is currently Distinguished Professor at the Indian Council for Research on International Economic Relations (ICRIER). But such innate dynamism at the grassroots is seldom noticed or nurtured. This stakeholder group capable of leading the transformation process is clubbed into an omnibus category of ‘the poor’ and slotted for a bewildering array of social welfare measures which either do not reach or end up creating a dependency syndrome. This is the root cause of endemic backwardness in as many as 250 districts in the country.

The goal of universal social security and safety net underlying the recent policy initiatives is unquestionable to most. However, there is considerable difference of opinion with regard to the strategies for realising such rights. By their very nature, these rights require local empowerment and local solutions.
