this book (in 5 chapters) highlights the significance of rural water management. First chapter is based on secondary sources as it elaborates the contextual and conceptual aspects of water resource management. Remaining four chapters are case studies based on primary sources. In second and third chapter, six sample districts (approximately 40 villages) from Andhra Pradesh and Telangana have been taken to assess the water management at community level. Fourth chapter presents a macro level management of surface and ground water at Mirzapur district. Twenty per cent sample size has been taken to cover the whole area of selected sample district. Decentralised governance is a key strategy for enhancing efficiency, equity and justice in this vital sector. Improving governance is not an option; it is, in fact, ‘essential’ given the enormous challenges faced by India. The volume critically examines the decentralisation of governance in particular to the water and sanitation sector in rural India.

The book showcases leading voices—including those of academicians, practitioners and policy makers—from various parts of the country. It includes an introduction to the basic core issues related to the subject, present scenario in the country/specific states, practical examples for their resolution, moving on to broader aspects of good governance in the field, and finally giving implementable remedies. The volume is a useful compendium for practitioners, academicians, civil society activists and policy planners, and also the common citizens—the ultimate consumer of these services.

About the Author(s) / Editor(s)

Kush Verma, an IAS officer of 1979 batch (Uttar Pradesh Cadre), is working as Director General, National Centre for Good Governance (NCGG), formerly known as the National Institute of Administrative Research (NIAR) under the ambit of Lal Bahadur Shastri National Academy of Administration, Mussoorie. Cherrapunji, in northeast India, epitomises the contradictions of the water scenario on the blue planet. It is reasonable to expect that water should be freely available on a globe where three-quarters of the surface of the planet is covered with water.

On the other hand, delivering to human settlements, water of acceptable quality, with reasonable regularity and in adequate quantity, requires investments in infrastructure and management. Irrespective of the amount of water available, these will not be forth-coming unless there are appropriate institutions and corresponding incentives. Given the nature of the public sector water utilities in India, and many places around the world, the scarcity of drinking water in Cherrapunji is not an aberration, but an inevitable consequence of institutional failure.

The contributors in this volume analyse the incentive structure of water supply systems. Through a range of case studies from different countries, the authors showcase the wide range of grassroots endeavours to tackle the water situation by the people. The WHO estimates that 10 per cent of all diseases in the world each year are related to water quality and access issues, which could be prevented. The book based on a study of three Indian states—Madhya Pradesh, Odisha and Andhra Pradesh, looks at the catalytic role of village level institutions such as Village Water and Sanitation Committees (VWSCs) and Village Health and Sanitation Committees (VHSCs) in improving the water and sanitation facilities of the communities. The positive health outcomes largely depend on how various institutions, processes and programmes interact with one another.
