It notes with concern that public investment has been declining, while input subsidies are rising in Indian agriculture. But, marginal returns of investments on agricultural growth and poverty alleviation are much higher than that of input subsidies. He is a member of the Central Board of Directors in the Reserve Bank of India (RBI) and National Bank for Agriculture and Rural Development (NABARD). Dr Gulati has been deeply involved in policy analysis and advice in India. Prof Gulati has 14 books to his credit on Indian and Asian agriculture, besides numerous research papers in national and international journals. He has been a prolific writer in leading newspapers in India.
