Swaminathan, the Father of India’s Green Revolution and a recipient of the Bharat Ratna, Dr Kulkarni develops a compelling
analytical framework for understanding how policy failures can trigger ecological degradation, agrarian distress and systemic collapse.

About the Author/ Editors 

Shashank Dattatray Kulkarni is an accomplished academician, researcher, and author in the fields of Public Administration, Public Policy, Farmer Policy and Agricultural Policy.
He currently serves as an Assistant Professor at the Central University of Jharkhand and has previously served as a Faculty at the Central University of Jammu and as an Academic Counsellor at IGNOU, New Delhi.
A Ph.D. in Public Policy and Public Administration from the Central University of Jammu,

 Dr. Kulkarni is also a UGC-NET and JRF awardee in Public Administration. His pioneering
conceptual work on “Policy Ecocide” represents an innovative perspective in public policy research, addressing the ecological implications of developmental governance.
With a multidisciplinary academic background that includes B.Tech. in Agricultura Engineering and postgraduate qualifications in Public Administration, Human Rights, Gandhian Thought, Counselling, Shaivism, and Agricultural Policy, Dr. Kulkarni exemplifies an integrative approach to governance and sustainability.
He has authored eleven books and published many research papers in reputed national and international journals. His widely acclaimed book “Swaminathan Commission: A
Foundation of Farmers’ Policies in India” was foreworded by Bharat Ratna Prof. M. S. Swaminathan, the father of India’s Green Revolution.
Dr. Kulkarni has been honored with numerous national and international awards, including the Pandit Niranjan Prasad National Social Service Award (2024), ICSSR Post-Doctoral
Fellowship (2023), Vishisht Sahitya Samman (2022), Dr. A. P. J. Abdul Kalam Professional Excellence Award (2021), and the Global Young Aspirant Award (Western Sydney University, Australia and IIOR, India, 2021). A recognized Farmer Policy Scientist and prolific public speaker, he has delivered numerous expert lectures across India on topics ranging from AI in Agricultural Advancement, Public Policy Ethics, Human Rights, to Sustainable Rural Development.
In addition to his academic and research contributions, Dr. Kulkarni’s poetic and philosophical writings in Marathi and Hindi—such as “Spiritual Dialogue”, “Thambayala Hav Thoda”, and “Naad Antaricha”—reflect his deep commitment to blending science, spirituality, and social consciousness.
